How does one determine what needs to be replaced if the Firewire port does not recognize ext HD or work in Target Mode. Is this purely a function of the logic board or is there a software component?
Is there a hardware or software test for this?

It is purely a logic board issue. You can either replace the logic board or get a PCMCIA Firewire card for your PCMCIA slot.

I will try the PCMCIA card again, I did have one, but it did not seem to recognize my external bus powered drive, now that I consider it, maybe it will work with an AC powered drive..I did not try the Target mode.
I will post the results....
Maybe it is time for a new Powerbook....
