hi was given a g4 powerbook told it works got charger the charger wont light up correctly and when it sometimes does the it wont switch on

It is going to be either a problem with the power adapter or the DC-IN. Depending on your model Titanium, it may require either a DC-IN Board or a new logic board on the older models.

someone said there is a battery back up on some models and if it goes it has the same symptoms

On the older models, there is a PMU board that can cause power issues. A quick check for this is when you plug it in and the power adapter glows red.
