Is there any significance of the little metal strip on the DC-In Board? I have a clients computer torn apart that would no longer charge and was going to solder the loose connection and I am just wondering what the significance of the little metal strip stuck to soldering leads.

If I understand which part you are describing, its just a shield and isn't necessary for the machine to function. It just helps reduce shocks from inserting the power cord.
