Along with a Lombard that has come my way are three batteries (M7318 Li Ion). One will not charge beyond ~30%, the other two won't charge at all.

Is there any way to recondition these guys, or are they headed for the hazardous waste recyling depot?

You can't recondition them unfortunately.
