Power problem on ibook G4 1.2

My ibook G4 12", 1.2 ghz, will not operate unless plugged in. I have replaced the battery and the DC in board. Computer still does not charge the battery or operate on the battery. Battery charge level indicator on menu bar fluctuates between 0 and 65%. But unit won't operate unless plugged. Recommendations? Diagnosis?

the only other thing that could affect that is the logic board. The power management unit is built into the logic board on these models, so at this point, that's the only thing it could really be unless the battery you replaced is having the same issue as your old one.

Thanks. I was hoping for something less expensive. Guess I'm in the market for a board.
