With the battery in, plugged into the wall or not, the iBook will not "boot." With battery out and iBook plugged into wall, the iBook will boot and all applications work fine. Is this a "dead battery" issue or is it symptomatic of some other problem?

Thats a strange problem. The batteries on the iBooks are actually pretty much the PRAM batteries as well, so I would try turning the machine on with the battery and immediately holding down the Apple-Option-p-r until the machine resets and see if that helps. If it is not getting power at all with the battery in, I would try a new battery first, but it may end up being the logic board.
