odd battery charging problem

the battery on my ibook g4 died, so i purchased a new one from powerbook medic. while everything worked fine for a day or so, now something odd is happening with the AC power adapter. when i try to charge the battery with the computer turned off or asleep, the AC adapter color ring turns to green...and the battery won't charge. the only way the color ring stays amber and the battery charges is when the computer is on. anyone know what's causing this? clearly the adapter works...and the battery works...but why won't it charge when the computer is off????
