Late 2005 Powerbook G4 will not Charge.

I purchased a used powerbook g4, a new charger(Apple OEM), used DC-IN board(from PBmedic), and a new battery. I still cannot get the battery to charge. I have reset the PRAM and NVRAM. I have a fresh install of OSX 10.5.8. Im at a loss now and cannot figure out what is going on. I have order a new battery cable and will receive that within the next couple of days. The laptop powers up fine and will run with the charger plugged in. The laptop will also run with the battery only but i cannot recharge it.

If the battery cable doesn't fix it, about the only thing left is the logic board. The actual power management for the battery is built into the logic board, so if that is shot, you'd have to replace the board or just use the laptop as a desktop.
